then be transported to a local elementary school for the outdoor walking

Although the climate is only a few degrees colder here in Berks County than in my former home in the Delaware Valley, the piercing bone-chill that once visited me around the third week of January now arrives before the middle of December. This discomfort makes me want to leave my bike in the basement and curl up under a warm blanket.<br />
<br />
But for a cycling enthusiast like myself, there are ways to make cold weather rides almost as comfortable as a long winter’s nap. Proper attire and carefully considered routes help this 50-year-old keep the wheels turning when the mercury drops below the 40 degrees mark.<br />
<br />
Jim Sheipe of <a href="http://wolvertonsbikes.com/" target="_blank">Wolverton’s Cycling and Fitness</a>, located on Kutztown Road in Muhlenberg Township, recommends keeping the chill at bay with a windproof thermal jersey and tights under a wind block jacket, sometimes called a “shell.” The key to finding the right garments, he says, is selecting materials that will prevent wind and water from penetrating, while still allowing perspiration to evaporate and pass away from the skin. Qualities to look for in a performance fabric are lightness, breathability, and comfort with the greatest heat conserving characteristics. <a href="http://www.gore-tex.com/remote/Satellite/home" target="_blank">Gore-Tex</a> remains the industry standard. <br />
<br />
If I’m working hard enough, my body makes enough heat for my core region. It is the extremities—ears, fingers, toes, and of course, the face—where cold seems most biting during winter rides. Sheipe suggests a balaclava or a skull cap under your helmet for the face and head, toe covers or thermal booties for the feet, and thermal windproof gloves for the hands. While I’ve found that covering my whole face generates too much heat when I breathe, a fleece headband over my ears works wonders. My latest discovery for the feet, the Gore-Tex sock, has made all those years of sloshing through small creeks with frozen feet only a memory. Finally, my choice gloves are still the pair I bought in a boating shop during my honeymoon to the west coast of Scotland. Made by <a href="http://www.trespass.co.uk/" target="_blank">Trespass UK</a> to withstand the wet and wind of the North Sea, our Berks County winters are no match for them.<br />
<br />
Now that you are properly dressed, it’s time to choose a route. Here’s where my twenty years of winter cycling experience have proved invaluable. First, the flat, open road is a brutal place for wind chill. I search out routes with hills. Not only are hill repeats good for building leg strength, they offer a welcome relief from direct wind. Since I cannot do hills all day every day, my second option is to select a loop within my local suburban neighborhood that will give me 10-15 miles with 4-5 circuits. It’s not the same as a 15-20 mile tempo ride, but these shorter rides enable me to maintain just enough fitness over the winter to keep my endurance up and my weight down.<br />
<br />
Lastly, an option I discovered during business trips out west is off road riding. Today, so many exotic flavors exist: downhill, cross country, all mountain, and free riding. But I just relish the chance to be outdoors in winter and let nature shield me from the wind and cold. We are fortunate in Berks County to have several outstanding venues like Blue Marsh, French Creek and the Mount Penn / Antietam Dam trail system. A little further afield are Jim Thorpe, Philadelphia’s Wissahickon Valley, and the Brandywine State Park / Woodlawn Trust in Delaware County—all within an hour by car. The conditions off road permit me to ride in temperatures as low as 20 degrees, and the aforementioned clothing makes for a toasty riding experience. <br />
<br />
While the technical challenges of some of the Mount Penn and French Creek trails are now beyond what my surgically repaired knees can handle, with due diligence, I’ve found trails at both of these locations that are within my skill set and below my pain threshold. Just getting out there and riding—even, and perhaps especially, in the cold—keeps me agile. It also gives me hope that I’ll be riding at least as long as my friend and local cycling advocate, 84-year-old Emily Weidner. <br />

Bicycling in the winter is great fun and a fantastic way to maintain an active lifestyle once the temperature begins to drop. To make the most out of your winter cycling experience, make sure your bike is in good working order and that you’re dressed (i.e., “properly layered”) for the colder weather you’ll be riding in. For those new to cycling in the winter, I’ve included a breakdown of what you will need to get going once "Old Man Winter" starts blowing.<br />
<br />
<b>Bike</b> – Specific bikes for snow riding are becoming increasingly popular, including “fat bikes,” which come equipped with exceptionally wide 4” and 5” super fat tires. The truth is, almost any bicycle can be ridden year round. Many cyclists choose to use an old mountain, road, or cyclocross bike during the winter to spare their new(er) bike the additional wear and tear created by winter riding conditions. It only makes sense that you wouldn’t want to take your brand new road racing bicycle out when the streets are covered with salt, cinder, and possibly ice. Additionally, some riders will attach fenders to both front and rear tires, so as to minimize road / trail spray. The important thing is: most any bike will provide comfort and safety during winter rides, as long as it is in good working order and you are paying attention to the trail or road and riding at your own level. <br />
<br />
<b>Tires</b> – Tire choice can be very important depending upon the kind of winter riding a person is looking to do. For trail and off-road riding, larger volume, knobby tires, and even tires that include metal studs (if riding icy terrain) are excellent choices. For unpacked snow, your only choice may be large volume mountain bike tires. (If the snow is deep enough, it may be “fat bike only” terrain.) In any instance, go with a lower tire pressure than you would for your normal MTB riding. The lower pressure tire will flatten out more on the surface of the trail and will consequently provide a more secure grip. <br />
<br />
For cyclists looking to stay on the road during the winter, a “maximum protection” road tire is essential, such as the Gator / Gator Hardshell series from Continental. These tires are built with an extra layer of protection against flats, which happen more frequently during the winter, mostly due to the sharp cinder that is spread on the roads. Unexpected roadside flat changes can really diminish a cold weather riding experience; so minimizing them is crucial to your enjoyment.<br />
<br />
<b>Clothing</b> – When it comes to winter riding, the cyclist’s mantra goes something like this, “the key to staying out and on the bike is staying comfortable, the key to staying comfortable is staying warm, and the key to staying warm is layering.” To this end, always start off with a base layer to wick away moisture from your body. Wool is preferred, but there are many good synthetic materials that also do a nice job. From there, depending upon how cold it is, and how long you are going to be out riding, you may want to add an additional base layer. The base layer(s) are usually followed by a light, insulating layer that will act to trap in heat. Finally, either a long sleeve winter jersey or a long sleeve winter coat can be added as the outermost layer. It’s particularly useful if these out layers include zippered vents (usually under the sleeves) so that the rider can zip and unzip to regulate the amount of heat being retained. <br />
<br />
The legs, feet, hands, and head are next on the list. For your legs, I heartily recommend insulated bib tights as opposed to standard tights since bib tights give more coverage, stay in place better, and ultimately keep you warmer. For the feet, I recommend a good pair of wool socks and, if the temperature goes low enough, some toe covers or booties. If you’re willing to invest the extra money, winter specific cycling shoes are the next step up. For hands, insulated cycling or ski specific gloves rated to the temperatures in which you intend to ride are essential. Nothing will make you turn around quicker than cold hands and painfully numb fingers. Additionally, a winter riding hat or skull cap for under your helmet is a must, as is cycling specific eyewear (designed for minimal fogging since it allows for specific airflow behind the lenses). <br />
<br />
<b>Lighting</b> – Given the fewer daylight hours during the winter, you may need lights, especially if you plan to ride after work. The tail light is most easily addressed. All you will need here is an inexpensive red “flasher or blinkie” light so that anyone approaching from the rear can spot and safely avoid you. For the front light, you must ask yourself: do I just need to be seen, or do I also need to see? For the latter, when a rider is riding aggressively and wants to be able to react as if they were riding during daylight, a high quality helmet (recommended) or handlebar mounted lighting system is the only way to go. These can cost between $200 - $400, but are well-built, reliable, and have a battery life which, when fully charged, will assure 3 – 4 hours of high visibility light. If, however, you only plan to pedal around the neighborhood at dusk, a much less expensive handlebar mounted light will do the trick.<br />

First, there was her baby carriage, then a scooter. By age 12, when Emily Weidner received her first bicycle, her love of wheels was evident. “Back then, you just rode,” she says, pausing to smile. “It’s such a freeing feeling. It’s so fascinating to get on a bicycle and just go.”<br />
<br />
Now 84, Weidner has taken full advantage of her license to ride. She’s spent her lifetime on two wheels, touring states from New York to Virginia and once participating in Ride to the Sun, a popular cycling event in which riders follow a route that stretches from Minnesota to Canada.<br />

Students, parents, municipal police and local officials from across Pennsylvania are urged to join schools and community leaders from around the state, the nation and the world to celebrate Walk to School Day on Wednesday, October 3.
<br />
<strong>Held each year on the first Wednesday of October</strong>, Walk to School Day is an internationally recognized day to celebrate the benefits of walking by encouraging schoolchildren to walk and bicycle to school. Now in its 16th year in the United States, the event is recognized as a way to bring school officials, local leaders, parents, and children together to build awareness of why communities should be more walkable. In Pennsylvania, the event is promoted as Walk or Roll to School Day.
<br />
This year, hundreds of elementary and middle school students across the commonwealth are expected to participate in Walk or Roll to School Day. Although events will vary from school to school, they all center on the effort to draw attention to the need for safer routes for walking and bicycling by emphasizing how these activities increase physical activity among children, reduce traffic congestion and air pollution, and build connections among families, schools, and the broader community. <br />
<br />
Some schools plan to hold a community-wide celebration attended by local dignitaries and school officials and complete with speeches and music; others will simply encourage children and parents to meet and walk to school together. <br />

WalkBikeBerks, in partnership with the Berks County Intermediate provide FREE ACT 48 professional development trainings to teachers of grades K-8. “The hope is that Walk or Roll to School Day will generate enough enthusiasm for walking and bicycling that schoolchildren will continue to walk and bike to school long after the October 3 celebration has ended,” says Chris Metka, Pennsylvania’s Safe Routes to School coordinator.

Walk or Roll to School Day is promoted statewide by the Pennsylvania Safe Routes to School Resource Center on behalf of the Pennsylvania Department of Transportation and is part of the Safe Routes to School program, a statewide and national effort to promote and encourage safer routes to school. <br />

items relating to pedestrian safety, we asked respondents whether they had
“ever been hit by a car or truck” or whether they had “ever been hit by a
cyclist.”<span style="mso-spacerun: yes;"> </span>All together, 6.1 percent of
the respondents reported that they had been hit by a car and 4.8 percent report
having been struck by a cyclist.<span style="mso-spacerun: yes;"> </span></span></div>

<span style="font-size: 14pt;">The proportion of those
saying they have been hit by a car <i>decreases </i>with age.<span style="mso-spacerun: yes;"> </span>Alternatively, the proportion <i>increases</i>
as the population density of the area in which the respondent resides goes
up.<span style="mso-spacerun: yes;"> </span>Males and those whose basic
orientation towards walking is mainly to get to a specific destination (the
“instrumentalists”) or equally to get to a specific destination and for purposes
of health and relaxation (the “hybrids”) are more likely to report having been
hit by a car than those whose primary purpose in walking is for health and
relaxation.</span></div>

<span style="font-size: 14pt;">Similar to those who say they
have been hit by a car, there is a positive relationship between population
density and the percent of those who say they have been struck by a
cyclist.<span style="mso-spacerun: yes;"> </span>As the population of an area
becomes increasingly concentrated, more people say they have been struck by a
cyclist.<span style="mso-spacerun: yes;"> </span>However, age is now
curvilinearly related to saying one has been hit by a cyclist.<span style="mso-spacerun: yes;"> </span>Among the youngest age category (18-24) and
the oldest age category (65 years or older), there is a greater percent
reporting being hit by a cyclist than among the age categories falling in the
middle.<span style="mso-spacerun: yes;"> </span>Finally, those who describe
their walking pace as “brisk” are more likely to say they have been hit by a

Federal Transportation Bill Threatens Bicycle and Pedestrian Funding

Congress is conferring on the next Federal Transportation Bill, and bicycle and pedestrian funding is still at stake. In the <a href="http://blog.bikeleague.org/blog/2012/03/success-a-better-map-21-for-cycling/" target="_blank">Senate transportation bill</a>, programs that fund bicycle and pedestrian funding are preserved and improved, continuing to fund projects that benefit bicyclist and pedestrians. To contrast, the <span id="goog_224018584"></span><span id="goog_224018588"></span><span id="goog_224018592"></span><span id="goog_224018585"></span><a href="http://thomas.loc.gov/cgi-bin/query/z?c112:H.R.7.RH:/" target="_blank">bill from the House of Representatives<span id="goog_224018593"></span></a><span id="goog_224018589"></span> repeals programs that fund bicycle and pedestrian projects, and places the priority on our highway network.
Federal funding for bicycle and pedestrian has been used in every congressional district in Pennsylvania, and has funded hundreds of projects that have improved conditions for bicycles and pedestrians. <br />
<br />
We do not want to halt the progress that has been made in the past two decades. Chances are, your favorite bike path was partly funded with federal funding. Many communities have benefited from sidewalk replacement projects funded with federal dollars. In more recent years, the funds have been used to make walking and biking to school safer, and will have lifelong benefits for the children that attend schools that participated in the Safe Routes to Schools program.

Pennsylvania Walks and Bikes has a resource to help you <a href="http://www.pawalksandbikes.org/2012/03/2012-national-bike-summit-congressional-meetings/" target="_blank">learn which projects in your community have benefited from federal transportation dollars</a>. If you want to see more of these projects; if you have benefited from better sidewalks, safer bike paths, and healthier children, tell your representative in congress.

Pennsylvania is well represented on the House Transportation Committee by Congressmen <a href="http://shuster.house.gov/" target="_blank">Bill Shuster</a>, <a href="http://barletta.house.gov/" target="_blank">Lou Barletta</a>, <a href="http://meehan.house.gov/" target="_blank">Patrick Meehan</a>, <a href="http://holden.house.gov/" target="_blank">Tim Holden</a>, <a href="http://altmire.house.gov/" target="_blank">Jason Altmire</a>; and also well represented in the <a href="http://dc.streetsblog.org/2012/04/26/house-transpo-conferees-set-first-committee-meeting-scheduled-for-may-8/trackback/" target="_blank">conference committee</a> by Representative Bill Shuster. <br />
<br />
Congressman Shuster has <u>not</u> been supportive of preserving bicycle and pedestrian funding, and has been very open about his belief that the federal transportation bill should focus on our highway system.
We do not want to see the progress towards a more walkable and bikeable Pennsylvania come to a halt. <br />
<br />
We enjoy the benefits of these programs, and we do not want to see the end. Let your representative know that walkable and bikeable communities are important. Let them know that we want to continue to improve Pennsylvania, not stop it with a flat.<br />

"This failure to plan for anyone on foot is just one of a number of shortcomings of our overbuilt, undermaintained road network that are coming into relief. In Orlando parents of children who live closer than two miles to school are worried about looming cuts in bus service due to budget constraints. There is even concern about those who face a relatively short walk of 100 yards to catch a bus. Why? Because the environment was not built to accommodate anyone walking—there are no sidewalks and only poor crossings amid fast-moving traffic. Elsewhere, schools built without sidewalks scramble for funding as students walk in the ditches beside busy roads. In South Jordan, Utah, a woman was cited with child neglect for allowing her son to walk to school. Why was he walking? Because the school had eliminated its “hazardous bus routes.” What’s a hazardous bus route? A bus route meant to pick up kids who live in areas without sidewalks. There is child neglect going on here, for sure, but it’s the neglect of a system in which children within walking distance of school cannot actually do so." <br />

To achieve this cushion, drivers may cross a roadway’s center line when passing a bicycle on the left, but only when opposing traffic allows. </div></div></div></li><br />
<li class="art_para" id="3" jquery1332968985112="73">Drivers attempting to turn left must also yield the right of way to bicycle riders traveling in the opposite direction. </li><br />
<li class="art_para" jquery1332968985112="73">The new law also calls for bicycle riders to use all reasonable efforts to avoid impeding the normal flow of traffic. When there is only one travel lane, bicyclists may use any portion of the lane to avoid hazards on the roadway, including maintaining a safe distance from stopped and parked cars. </li><br />

<div>This loop off of the Birdsboro to Pottstown segment of the Thun Trail circles an old Schuylkill River silt basin. Access is via the trailhead behind Tim's Ugly Mug Bar & Grille on Rte 724. Here you will find restrooms with flush toilets, a large, lighted parking lot, a picnic pavilion, pedestrian bridges over the former Schuylkill canal, and a boat ramp into the Schuylkill River—all handicapped accessible. The trail is wide enough to allow three bicycles to ride side by side and families to walk together.</p>
<p>After finishing the loop, continue south along the Thun Trail toward Douglassville to visit Berks County's first settlement, Morlatton Village. The picturesque historical site features several eighteenth century buildings open during special events.</p></div>

<div><p>This relatively flat segment of the Thun Trail crosses a number of old railroad bridges. There is access to the trail at several points. The Reading Riverfront trailhead has parking along Riverfront Drive, near Reading Area Community College. The trailhead is at the pedestrian bridge. Just south of the city of Reading, the Brentwood Trailhead on Rt. 10, Morgantown Road has parking for almost 30 cars and is a paved segment of the trail.</p>
<p>For a real treat, add a stop in Gibraltar at the 1950s-themed burger and shake shop, Scoupe de Ville. Turn left off the trail onto Rte 724 at the Turkey Hill. Scoupe de Ville is less than a mile from the intersection on your right. This trail does not loop, so you will need to retrace your route back to Reading.</p></div></div>

<div><p>Bustling on any fair day with a mix of walkers, joggers and bikers, the newly paved community rail-trail in Muhlenberg Township is state-of-the-art. What the trail lacks in dramatic scenery, it makes up for in appetite stimulation. After a vigorous walk or ride, you might wish to reward yourself with some famous Reading Fair mushrooms at Oliver's Place across from the Mount Laurel Road trailhead and parking area. Or you may be enticed by the warm scent of sugar and yeast as you ride behind the Dutch Maid donut bakery on Kutztown Road. Or take the Montrose Avenue ramp and walk or ride a few yards up to Elizabeth Avenue to enjoy a slice of pizza out on the <em>terraza</em> at Carini's restaurant. </p>
<p>To extend your workout beyond the short, level trail, take what WBB board member and Temple resident Emily Weidner calls the <em>Tour d'alleys</em>—a peaceful ride among Temple's network of back alleys. But be cautious if crossing busy Kutztown Road.</p></div>

<p style="color:green"><strong><a name="Oley"></a>4. Oley Valley :: Easy to Moderate :: Variable Distance </strong></p>
<p>Rolling hills, bucolic farmland, and well-maintained roads with low traffic volume make the Oley Valley a premier location for road riding in Berks County. The best way for first-timers to experience the roads may be with a group like the Berks County Bicycle Club. The BCBC regularly hosts rides through the Oley Valley aimed at varying skill and fitness levels. Their "social stay together" rides are especially designed for beginner and slower riders. View their ride schedule on the <a href="http://www.berksbicycle.com/rides.php" target="_blank"><strong>BCBC website</strong></a>. </p></div>

<p style="color:green"><strong><a name="Mount"></a>5. Mount Penn Trails :: Moderate to Challenging :: Variable Distance</strong></p>
<p>Along the east side of Mount Penn from the Antietam Dam to the firetower lies a network of single-track trails winding through dense forest that is growing in popularity among mountain bike enthusiasts. Starting from the dam parking area, the main trails are not technical, but there is approximately 400-500 feet of elevation gain in the first mile. Although you'll encounter some technical climbs and exhilirating downhills, says one rider, "there's no reason to be intimidated if you're willing to walk a tough spot here and there." Many of the secondary trails are unmarked to promote exploration, but the whole system of trails is well-maintained by local volunteers. We recommend packing your cell phone and, if you have one, a GPS.</p></div>

As many of you know, walking and bicycling are important to Pennsylvanians:<br />
•2.6 million Pennsylvanians will bicycle at least once a month this summer!<br />
•Pennsylvania has more rail-trails than any other state and has the 4th highest number of rail-trail miles! We have 146 rail trails totaling nearly 1,413 miles. In addition, 56 more trails and 428 miles are under development.<br />
•13.8% of Pittsburghers walk or bike their commute, and 10.9% of Philadelphians do. Among the 60 largest cities in the country, these two are ranked number 2 and 7 respectively!<br />
•Among the 10 largest cities in the country, Philadelphia has the highest mode share of bicycle commuters. From 2002 to 2009, bicycle commuting went up 151% in Philadelphia and 206% in Pittsburgh.<br />
•Pennsylvania is home to 704 retail bike shops with gross revenue of $277,880,000.<br />
•Three national bicycling magazines, a distribution plant for Cannondale, and the world headquarters of Advanced Sports, Inc. (parent of Fuji Bicycles and other brands) all call Pennsylvania home.<br />
•The Allegrippis Trails near Raystown Lake have become a regional destination for mountain biking. In just two years, trail use at this project has more than doubled pre-construction projections.<br />
•57% of the visitors to the Pine Creek Rail Trail included an overnight stay in conjunction with a trail excursion.<br />
•11% of PA households do not own a vehicle and 34% have only one vehicle. They rely in part on walk and bike friendly communities to meet their transportation needs.<br />
Please join us in telling our United States Congressmen and Senators to support livable, sustainable growth in our towns and cities in Berks County. Call your congressman on March 22 and ask him to vote for pedestrians and cyclists. <br />

Road Warrior Dan Hartzell discussed the issue with two advocates as Allentown mulls replacing a motor-vehicle lane with a dedicated bike lane on Linden and Turner streets in a plan to link parks and neighborhoods and to promote exercise.<br />
<strong><span style="color: #999999;">BIKE LANES GIVE FALSE SENSE OF SECURITY</span></strong><br />
<span style="color: #999999;"><strong>Steve Schmitt, </strong>head of the Coalition for Appropriate Transportation in Bethlehem, prefers painting streets with "shared lane" markings, or "sharrows," to remind motorists bikes share the right of way.</span><br />
<span style="color: #999999;"><strong>Q:</strong> You believe that bike lanes are more dangerous than sharrows, in part because they promote a kind of false sense of security among bikers, and because of conflicts with turning vehicles at intersections. If this is true, why are New York and other major cities forging ahead with bike-lane installations?</span><br />
<div class="left" id="article-promo"><span style="color: #999999;"><strong>A:</strong> [Bike lanes] are good for very young kids or older people … they allow for low speeds. [But] few cyclists want to travel that slow. [Bike lanes] are completely unnecessary and inadvisable … [particularly] in a built-out urban environment like Allentown's. The cops didn't like the bike lanes in Bethlehem in the 1970s, and that's one reason they disappeared.</span></div><span style="color: #999999;"><strong>Q:</strong> Why are bike lanes more dangerous than bicyclists' riding directly in the motor-vehicle lanes?</span><br />
<span style="color: #999999;"><strong>A:</strong> The main problem with any kind of separate facility is the intersections. By pretending you're in your own space, you've magically created a false safety zone. What about cross-traffic? The most dangerous [situation] is a left turn coming at you." Right-turning vehicles can hit cyclists as well, Schmitt said, but left turns across a cyclist's path are more dangerous.</span><br />
<span style="color: #999999;"><strong>Q:</strong> What do sharrows offer? Why are they superior to separate bike lanes?</span><br />
<span style="color: #999999;"><strong>A:</strong> The option we could all get behind is [bicycling] education and sharrows. The American Association of State Highway Transportation Officials [and] the Manual on Uniform Traffic Control Devices [endorse] "bikes may use full lane" signs. [The safest way to ride is] to stay way from parked-car doors, riding almost in the center of the right lane where the bike is best able to do that. Yes, some motorists become annoyed, but keeping to the right [in a bike lane] is more dangerous. Sharrows give cyclists a genuine sense of safety; when they ride over the shared-lane marking, they'll say, "Oh, the city agrees with me, I'm not a second-class citizen, I'm part of the traffic."</span><br />
<span style="color: #999999;"><strong>Q: </strong>If sharrows are actually safer than bike lanes, why are the latter promoted by PennDOT, its New Jersey counterpart and other state agencies? The Smart Transportation Handbook developed by the two states generally recommends bike lanes first in the proper applications, with sharrows as a secondary application only if bike lanes are not feasible.</span><br />
<span style="color: #999999;"><strong>A: </strong>It's not unusual to have misconceptions in the public mind. We are undergoing a grand experiment here in this country, and I see a lot of confusion in terms of bike facilities. … People automatically think if there's a bicycle facility, it's a good thing. Separate but equal is not safer. Keeping to the right is dangerous … it's inherently unsafe. … The worst possible thing in the Lehigh Valley is to train cyclists about these separate bike lanes, that it's OK to pass stopped traffic [at an intersection], then [ ride] in the "door zone" and pass all the cars, [infuriating motorists and creating more possible passings and conflicts with the same cars]. It's called filtering forward, and it's extremely dangerous.</span><br />
<span style="color: #999999;"><strong>Q:</strong> Anything to add in conclusion?</span><br />
<span style="color: #999999;"><strong>A:</strong> We look forward to seeing shared-use markings and "bikes may use full lane" signs on Linden and Turner streets and elsewhere in the Lehigh Valley. To me, a bike lane is a street lane. Every street, unless it's prohibited for use by a bicyclist, is a bike lane. I don't recognize the term "bike lane" as being something separate. So the question of which is more dangerous becomes moot. It's the same thing.</span><br />

<strong>BIKE LANES ARE SAFER AND PROMOTE MORE BICYCLING</strong><br />
<strong>Douglas Adams, </strong>director of Active Transportation Planning for Schwartz Engineering, says <u>bike lanes are safer and promote greater use of bicycles, an aim of Allentown's Connecting Our Community effort</u>.<br />
<strong>Q:</strong> <span style="color: #999999;">Steve Schmitt says bike lanes can give people a false sense of security. Is he wrong?</span><br />
<strong>A:</strong> I think there's the potential for that, but I wouldn't agree [that it's a widespread problem]. <u>Sharrows have been demonstrated to have some safety benefits, [including] encouraging cyclists to ride far enough from parked cars to avoid being "doored</u>."<br />
<strong>Q:</strong> <span style="color: #999999;">OK, if sharrows have safety benefits, why not opt for them on Linden and Turner, retaining the vehicle lanes as well?</span><br />
<strong>A:</strong> There's plenty of evidence that <u>cities with bike lanes … have lower crash rates for bicycles, pedestrians and motorists</u>, because [traffic generally slows and] the streets are calmer. The safety benefits have been shown for all users. In addition, sharrows don't grow cycling populations.<br />
<strong>Q:</strong> <span style="color: #999999;">Why do bike lanes lure more riders than sharrows?</span><br />
<strong>A:</strong> <u>Growing the cycling population is about adding facilities that increase cyclist comfort</u>, and sharrows don't do that. Strong and fearless riders make up about 1 percent of the population — folks that will ride regardless of the facilities provided. Enthusiastic and competent riders will ride with some segregated facilities; that represents about 6 percent of the population. … The bulk, about 60 percent, falls into the interested but concerned category [for whom] bike lanes will add to their comfort level. That's who we're designing for; we want to see increases in this population [riding bicycles in Allentown].<br />
<strong>Q:</strong> <span style="color: #999999;">But if sharrows provide at least some safety benefit, and don't require the loss of traffic lanes, why not opt for them on Linden and Turner?</span><br />
<strong>A:</strong> Sharrows haven't been shown to increase the rates of cycling at all. Schmitt is advancing a notion that's been promoted by vehicular cyclists [those who feel comfortable riding in the vehicle lane] that no facilities for bikes is appropriate. That has been shown for 30 years to be untrue. It's just not borne out …. This is an old argument that really needs to be put to rest. When you provide safe, separate facilities for different users, you get safer streets. … There's no municipality that's making the case that sharrows are safer than bike lanes.<br />
<strong>Q:</strong> <span style="color: #999999;">Schmitt says the favoritism shown by PennDOT and other agencies for bike lanes is simply misplaced. He's an extremely experienced road bicyclist. How could he be wrong?</span><br />
<strong>A:</strong> I would say, what evidence … does he have that bike facilities are putting cyclists in harm's way? PennDOT, for instance, a very conservative organization, recommends bike lanes [based on American Association of State Highway Transportation Officials and Manual on Uniform Traffic Control Devices guidelines]. I'm not aware of any government [agency] that recommends sharrows and no other bike facilities. You might consider sharrows for connecting two [separated] bike facilities, [for example] if there's a gap between bike lanes."<br />
<strong>Q:</strong> <span style="color: #999999;">What about bikers going straight at intersections and being struck by right-turning motorists they are coming up to from behind, or worse, bikers going straight and being hit by oncoming traffic turning left across the cyclist's path?</span><br />
<strong>A:</strong> Intersections are not a major problem. It's a matter of cyclists … and drivers being aware of each other. If you're driving a car and you need to make a right turn, you need to maneuver slowly [alerted in part by the painted bike lane]. It's similar with the left turn. Just because I'm riding a bike doesn't mean cars aren't going to be turning across my path. In that sense, there's no difference between sharrows and bike lanes. Anyone riding a bike [on the street] needs training and [a sense of] caution. Just putting down a bike lane doesn't mean you should just ride [carelessly].<br />
